What type of anti pick devices do you recommend? And at what age is this put on the birds?

I prefer perfect peepers attached with a nylon pin.

Right around 5 weeks of age. Let them get used to them for about a week before you add another stressor on them (moving to the outdoors).

Why do I need to let them adjust? I can't just move them outside after I put the device on? What happens I if I don't wait the week to let them outside?

If you don't wait until the birds get adjusted before adding another stressor to them you could stress them out too much and cause them to go off feed and water resulting in not surviving the next move. If you move them outside right after and they are on a different feeder and drinker this will also cause a double stress with the move adjustement to being able to locate food & water.
